Water Capacity Application Form

The Kitchener Water Allocation Policy (the Policy) was adopted by Kitchener Bylaw Number 2026-091 on June 29, 2026. The Policy outlines the terms by which the limited water supply capacity, allocated from the Regional Municipality of Waterloo (the Region), shall be assigned to a development by the City of Kitchener. This water capacity application form will be used to calculate the requested water demand on the system and will be used for tracking and reporting of assigned water capacity. Water allocation for Kitchener developments will be dependent on the available water supply capacity provided by the Region, and adherence with the Policy and the City of Kitchener Prioritization Framework which forms a part of the Policy.

A water capacity application form must be completed in its entirety using the form online below. The City may require additional information from a Qualified Professional Engineer to support your application. Staff review and reach out to request any additional information needed by the General Manager of Development Services to make an informed decision pursuant to the Policy. The information to be entered into the form below must be based on the specific parameters of the application supplied by the Proponent.

Notice of collection

Personal information is being collected under the authority of s.11(1) of the Municipal Act and in accordance with s. 28(2) of the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and will be used to calculate the requested water demand on the system. This information will be shared with staff who require it for their work as part of their work at the City of Kitchener and will be stored on a server owned by a Third Party Service Provider (GHD Group) located in Canada. The personal information collected herein will be used only for the purposes relating to the program and will be protected in accordance with the requirements stipulated in the MFIPPA.
